While employed full-time by my beloved company SFR, the leading Internet and Mobile phone French operator, I can take some hours a week or some days off to work on other subjects, as a freelance.
First, I own a web hosting platform which you could use to publish your website on the Internet. I can't create your website (see mine... but I know real web designer if you want) but I know HTML very well, and PHP, and databases (I'm database admin in real life), and UNIX systems. I'm very familiar with the hosting issues of Linux, Apache, Mysql and PHP (backup, replication, load, php/apache extensions, monitoring/reporting, etc.).
Second, you can get me to spend some hours/days on your own platform, on troubleshooting a performance issue, installing an Apache module, migrating from one version to another (whichever application)...
Just don't hesitate to ask, because I don't lie about me and will tell you if I can't do what you ask. I won't break anything.
